Feature Request: Build on Top of Cliffs & Add Stairs/Ramps#240

I would love to see a feature that allows us to fully utilize the vertical space in our towns! Right now, the cliffs feel more like decorative borders or obstacles rather than usable land. Letting us build on top of cliffs and add stairs or ramps to access them would open up so many creative possibilities.
