A town hall#92

As mayor, I find it a shame that we don’t have a functioning town hall. For example, we could enter it to access our offices, which would allow us to do several things. Like changing the name of the town, managing residents, or resetting a zone/town at once.

Or listening to proposes of townies/problems (or example if game will get npc driving traffic, then we have to fix it)
