Add or allow Fishing activity for Tourist#382

In case there’s a plan to add more activities for Tourist NPCs: Fishing is an interesting one for me, since we already have animation for that on Worker NPCs. (Whether it has to strict in Fishing Zone or separate as an interactive prop for NPC. Both are fine!)
