I find that tourists will wander wherever, regardless if its paths/ground/roads. I find them wandering into the streets completely ignoring the crosswalks frequently causing them to be hit or causing delays as they wander about.
I think adding a toggle feature in the settings that makes roads more important, so tourists strictly don’t step onto roads unless there’s a crosswalk, as well that trucks, road vehicles, and courier cars can stay on roads instead of driving wherever would be really helpful!

Tourists CAN path over nearly every surface, but they will prioritise footpaths over crosswalks and crosswalks over roads etc - it’s based on a ‘cost’ of movement metric, so if they find a significant enough shortcut they’ll opt for that. I think its something like 8 tiles difference currently. You can try using barriers and fences to try and control their routing. If you feel something is working oddly though, please do submit your save if on pc via the feedback or pics on switch if you’re able!
We also used to only restrict players from driving road vehicles on roads, but people HATED it; we lifted that restriction due to overwhelming demand 😭
