Emergency Services System - Police/Firefighter/Thieves/Fires/Ambulance/Hospital#283

Add in a system where sometimes Thieves come to your town and cops have to catch them, some stuff catches fire and firefighters work on saving the fire, ambulance and hospital with people getting sick etc.

These can also be tied in to Town Tiers and be automatic things you unlock later but early on you have to manually do these jobs yourself as a small town mayor.
