Introduce temporary, chaos-inducing mini-events. For example, if a diner serves spoiled food or trash sits out too long, a “Garbird Surge” or “Food Poisoning Outbreak” triggers

Then we could run around with temporary sanitizer stations, or use hoses and bubble guns to hose down stores etc.

Can also have positive events like temporary Pop-Up Market Zone where specialized visiting traders set up shop for a day and you need to supply them with raw surplus materials and manage their shop and if you do well (they hit certain milestones while there) you get rewarded with rare items or vehicles or clothes.
