Touch Screen Controls for UI elements on Switch in handheld mode#235

In handheld mode, I would like to be able to utilize the touch screen to interact with UI elements where possible. I see this potentially being beneficial within the main menus, the phone interface, and the build menu hotbar. Utilizing the touch screen for these menus would enable much quicker navigation for the phone and item selection while building.
