Utilize inside floor tiles outside#207

I know several items can be placed outside and are not restricted. But some stuff i noticed is restricted and would be cool if we could add them outside

Patterns / floor tiles
I would love to utilize the beautiful tiles / patterns outside as well! I think this will help with requests for more pattern options.

Lights / hanging decorations
Would be cool to hang lights and other hanging decorations on the side of buildings, apartments and subway stations. Like the security cameras on buildings would be a cool touch!
