Paying couriers and maintenance crews#197

As the mayor of the town we should have money outgoing as well as income, like couriers and maintenance crew and many other crew types which I will add to a new post idea. Nothing complicated just a way of balancing the budget.

We previously had daily costs for couriers and it was very unpopular with players!
