Earlier cliff removal / terraforming#162

So I played with my BF and we got as far as we could, but were a bit bummed we get the terraforming so late. We laid out the town with the limited space, and while yes, eventually you can terraform, I feel it’s a bit too late in the game to enjoy while still challenging and improving your town.

Updated title to be a bit more clear & include the word cliffs
