Add in Advertisements/ Promotions - Bring people to other areas of the map & use surplus items#151

I would adore a feature (probably aimed at more late game content) where we can set either specific menu items or shops and run ads or promotions. (Let’s be honest a al RCT2.)

I feel like this would accomplish two important things :

1. Draw tourists into further out areas of the map as you expand your town

2. Allow an alternate path to use up a surplus of items. Ex. Right now I have far too much refined mana so maybe I run a promotion at the Hairdresser to increase sales

As far as implementation goes I feel like this would be a fun upgrade to the Tourism Hub where it can get a job slot for a Townie to manage the promotions/ads.
