Hasten initial Land Upgrades#109

To reach a tier to be able to unlock Land Upgrades the available space gets rather cramped with the necessary buildings.

To start a bit earlier with true decorating it would be nice to be able to pay EGO in instalments or lower the threshold to unlock more space
