Let NPC's drive cars#106

Would be nice if NPC’s drive around the town so that the roads wouldn’t be so empty besides the couriers

and also use bikes and stuff too

Let them use vehicles we find

Needs some sort of traffic lights to avoid absolute chaos! And parking lots to keep the roads clear since the roads arent very wide.

The NPC’s also needs to adhere to “keep right” rule because so far i see couriers not caring about that
